RE: SB202 - Opposed Dear Ms. Gin and BP&E Committee Chair & Members: I am a licensed California private investigator and a member in good standing of CALI and PICA. I am opposed to SB202. I am not opposed to education or continuing education and obtain my training and education on a voluntary basis that has proved to serve my clients, myself and my profession well. SB202 is not supported by our industry and serves no purpose to the state's private investigators nor will it provide any added benefit or protection to California consumers. There are too many loopholes in this poorly written bill and it does absolutely nothing to correct any articulated problems allegedly suffered by consumers. Unlicensed investigators are harming consumers, but where is there any evidence that California licensed private investigator do? Without such evidence, SB202 merely creates legislation for the sake of added bureaucracy and governmental regulation, both of which are unnecessary in this instance and in this economy. Private Investigators are licensed and regulated by the Bureau of Security and Investigative Services (BSIS) and as BSIS reports, we have an exemplary discipline record that is 99.90% discipline free during the past seven (7) years. How do the Author and Sponsors respond to this published fact? They don't, yet they should. Moreover, BSIS already has exclusive authority under B&P sections 7527.1 and 7542.1 to require and test in two of the three mandatory subjects required in SB202. SB202 has no testing component and lacks efficiency and value. Why not expand the authority under these B&P code sections rather than create massive bureaucracy under SB202 if the means really justify the end? SB202 simply creates a cottage industry and a captive audience for the Sponsors of SB202. The disastrous condition of our state's economy is suffocating small business. Uncertainty breeds fear and there is no immediate end in sight. This is not the time to burden California with SB202 and the unintended consequences of implementing a poorly conceived legislation void in creating a solution to any articulated problem. Sincerely,
